He appoints ministers, including Prime Minister, who has the confidence of the House of Representatives to form the federal government. The number of Dutch and French ministers are equal as prescribed by the constitution (the Prime Minister are not counted). [26] The legal system is based on civil law and from the Napoleonic code. The Court of Cassation is the court of last resort to the Court of Appeal one level below.
